  • Locate the “GS Grade” dropdown menu.
  • Choose your corresponding General Schedule (GS) grade from the list (e.g., GS-9, GS-12, etc.). If you are unsure of your GS Grade, please consult your HR department or review your job description.

3. Choose Your GS Step:

  • Find the “GS Step” dropdown menu.
  • Select your current step within your chosen GS grade (e.g., Step 1, Step 5, Step 10). Your step reflects your years of service and performance.

4. Select Your Locality Pay Area:

  • Locate the “Locality Pay Area” dropdown menu.
  • Choose the specific geographic area where you work. If you are unsure, select the area that best matches your work location. If your area is not listed, choose “Rest of U.S.”
    • Important Note: Locality pay significantly impacts your overall salary. Be sure to select the correct area for the most accurate results.

Understanding the 2025 Federal Pay Adjustments: Executive Order 14132

Executive Order 14132, issued by President Biden, outlines the adjustments to federal pay rates for 2025. Here’s a breakdown of the key schedules and changes:

1. General Schedule (GS) (Schedule 1):

  • This schedule details the base pay for most federal employees.
  • It shows the annual salaries for GS grades 1 through 15, with 10 steps within each grade.
  • These base pay rates are further adjusted by locality pay.
  • Example: A GS-12 step 5 makes 85,802 dollars a year, before locality pay is added.

2. Foreign Service Schedule (Schedule 2):

  • This schedule covers pay rates for Foreign Service officers, categorized by class and step.
  • This schedule also shows the annual salaries.

3. Veterans Health Administration (VHA) Schedules (Schedule 3):

  • This section provides pay ranges for various VHA positions, including physicians, dentists, podiatrists, chiropractors, optometrists, and expanded-function dental auxiliaries.
  • These are minimum and maximum salary ranges.

4. Senior Executive Service (SES) (Schedule 4):

Continuation of Locality Pay for Non-General Schedule Employees in 2025

The President’s Pay Agent, through a memorandum issued on November 6, 2024, has confirmed the continuation of locality pay for non-General Schedule (GS) federal employees in 2025. This ensures that these employees continue to receive compensation adjustments based on their work location’s cost of living.

Key Points

  • Annual Renewal Requirement:
    • Locality pay for non-GS employees must be renewed annually as mandated by 5 U.S.C. 5304(h).
  • Governmentwide Categories:
    • Locality pay will automatically continue for governmentwide categories, including:
      • Administrative law judges (ALJs).
      • Administrative appeals judges (AAJs).
      • Members of Boards of Contract Appeals (BCAs).
      • Members of the Foreign Service.
      • Certain Senior Executive Service (SES), Senior Level (SL), and Scientific and Professional (ST) employees working in nonforeign areas (specifically, those that were working in those areas prior to January 1, 2010).
  • Single-Agency Categories:
    • Locality pay will also continue for specific single-agency employee categories, unless an agency head requests its cessation.
    • Attachment 2 of the memorandum provides a list of these single agency categories.
  • Exclusions:
    • Certain employee categories are excluded from receiving locality pay, including:
      • Employees paid under the senior level (SL) and scientific and professional (ST) pay systems (with exceptions for those in nonforeign areas).
      • Members of the Senior Executive Service (SES) (with exceptions for those in nonforeign areas).
      • Employees paid under the critical pay authority.
      • Senior executives in temporary organizations.
      • Prevailing rate employees.
      • Positions paid Executive Schedule (EX) rates.
      • Any position with a basic pay rate higher than EX-IV.
  • Non-Foreign Area Retirement Equity Assurance Act (NAREAA):
    • This act allows SES, SL, and ST employees in nonforeign areas to receive locality pay, subject to certain caps.
  • Locality Pay Consistency:
    • All employees in a locality pay area who receive locality pay in 2025 must receive the same percentage as GS employees in that area, subject to applicable pay caps.
  • Pay Caps:
    • Locality rates for administrative law judges and members of Boards of Contract Appeals cannot exceed the rate for level III of the Executive Schedule.
    • Locality rates for other non-GS employees are capped at EX-IV or EX-III, depending on their maximum scheduled annual rate of pay.
    • Experts and consultants appointed under 5 U.S.C. 3109 are subject to separate pay limitations.
